Alliance of Blues Plans Chooses TriZetto's CareAdvance Enterprise Systems in Bid to Provide Health Plan for Military Personnel

'Best-in-Class' Care Management Systems Will Help Active and Retired Military Personnel, Families and Survivors Manage Health Risks and Chronic Conditions

NEWPORT BEACH, Calif. - May 14, 2009 - An alliance of seven independent Blue Cross and Blue Shield companies has selected TriZetto's CareAdvance EnterpriseŽ applications as the care management platform of a proposed health plan that would serve nearly 3 million eligible, active and retired military personnel, family members and survivors throughout the South and Southeast.

The Blues companies in TriServ Alliance LLC (www.triserv.net) include BlueCross BlueShield of Tennessee, BlueCross BlueShield of Florida, Arkansas BlueCross BlueShield, BlueCross BlueShield of Louisiana, BlueCross BlueShield of Mississippi, Health Care Service Corporation's BlueCross BlueShield of Texas and BlueCross BlueShield of Oklahoma. TriServ is bidding on a contract to serve the U.S. Department of Defense's TRICARE South Region, one of three health service regions in the country that provides oversight of health plan administration, manages agreements with contractors and funds initiatives to optimize the delivery of care. The TRICARE South Region includes beneficiaries in Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, Oklahoma, South Carolina, Tennessee and Texas.

TRICARE South Region's current contract with a national carrier is up for renewal, and the new, six-year contract will be awarded in June. The contract calls for a health plan that includes all healthcare services except dental and pharmacy, which are provided under separate contracts. Beneficiaries who are Medicare-eligible are also covered by a separate contract.

"TriServ will bring value-based, community-focused service in providing quality, cost-effective healthcare coverage to all TRICARE South beneficiaries," said John Molino, TriServ's senior vice president for external affairs. "Consistent with our ethos, 'Created to Serve,' our plan will use best-in-class, integrated information systems to support superior benefits administration and care management, one of the broadest provider networks in the nation and highly responsive customer service. It was with this in mind that we chose TriZetto's CareAdvance Enterprise applications as our care management platform."

"Our CareAdvance Enterprise systems will help TRICARE South stratify its beneficiaries by clinical risk, identify those in need of support and personalize interventions that help beneficiaries reduce health risks and manage their conditions," said Joe Manheim, senior vice president of benefits administration and care management at TriZetto. "CareAdvance Enterprise applications will provide integrated care management capabilities critical to the cost and quality goals of the Department of Defense, as well as to TRICARE South."

TriZetto Services professionals and TriServ are implementing the CareAdvance Enterprise applications in advance of the contract announcement in order to ramp up quickly to serve TRICARE South Region's 2.9 million beneficiaries. If the Defense Department awards the contract to TriServ, said Manheim, TriZetto expects to complete the implementation in April 2010, at the start of healthcare delivery, and provide go-live support and ongoing maintenance.

The TriZetto CareAdvance Enterprise systems automate care management workflows and personalize member communications in support of utilization, case, disease and population management. The applications enable secure collection and aggregation of member data in a single repository, so that information can be shared by all providers involved in member care, as well as by healthcare payers and by employers offering worksite programs. Personalized information and self-care tools help members make informed, effective decisions about their own care. TriZetto's CareAdvance Enterprise systems include the Clinical CareAdvanceŽ and Personal CareAdvanceŽ applications.
